Will adding a monthly international plan add the cost (either $70 or $130) to my normal monthly plan payment or replace the normal plan payment?
It will ADD the cost, not replace it. In addition, if you go over your alloted minutes/data you will get additional charges so keep an eye on your usage. International charges can add up at a pretty fast pace.
