If my friend is in Italy and has purchased an international plan, it doesn’t cost me anything to call or text him. Is that correct? If I am using his regular US number that I always use.

That's 100% correct, Lillik. As long as you are located in the US, and you are calling a US number, you will never be billed for international services, since you are not the one travelling. We hope this helps!
