I am traveling to England and want to text family back home.  If I text or call to another iphone is it free

If you use iMessage over WiFi yes, it's free, rather there is no Verizon charge.  This is provided you are using a free WiFi spot.  Some places charge per day or hour.  Calling is another issue.  There are services like Skype and face time perhaps for iPhone to iPhone.
