Can't make outgoing call from Mexico - TravelPass

I have the Prepaid Unlimited plan with TravelPass and don't have an issue with receiving calls, sending/receiving text messages, or data. However I can't make an outgoing call. In addition to dialing the number directly, I have tried all of the following:

  • +
  • 00
  • +00
  • +52

It always says that the service is not available/allowed. I am connected to TELCEL and have tried restarting the phone, etc...
