I am going to go on cruise for dec 2019 we are going to ports 

Yucatán (Progreso) 

and 

Cozumel

rest of dates are at sea or in usa does is there an included plan that is with currently unlimited to use while at these locations and at sea? they talk about having a WMS

No.

You will need to use the cruise ship plans while at sea which can be quite expensive.

If you have one of the current unlimited plans, talk/text/data are all included but you would not necessarily get the data speed you are use to receiving. If you have one of the older unlimited plans, I believe only BeyondUnlimited and AboveUnlimited have talk/text/data included.

You will still need to get the cruise ship service while on board, though.
