If I have TravelPass enabled and I make a call or text (from outside the US), triggering the 10$/24hr charge, will the recipient of my call (in the US) be charged international call fees??

When using TravelPass, you may call any number in the United States, and the country you are currently located. Whoever you call will not have additional charges, as the only fee that applies to you is the TravelPass charge. Does this information help? DavidR_VZW
