I’m traveling to Bora bora and New Zealand for 3 weeks. I plan on using my Phone gps to get around New Zealand for 2 weeks. Which plan would be best for me?

The best plan would likely be one you get from a prepaid carrier in Bora Bora/New Zealand. Verizon's international plans are quite expensive. For example, the daily TravelPass for 3 weeks(21 days) would be $210 on top of you normal monthly plan cost.
You also may want to consider downloading maps for your planned locations from Google via wifi to use offline with the phone in airplane mode.
I have the iPhone 7 and I will need texting and limited phone usage. I will have WiFi in bora bora the entire time. New Zealand will be hit or miss, which will be 2 weeks that I will need some sort of data.
