WhatsApp WIFI calls repeatedly resulting in charges for Roaming Mobile International Charges

For the 2nd time in 2 months I have been charged - the exact same amount coincidentally - for international calls made with WhatsApp while mobile network service was EXPLICITLY disabled on my phone AND I was connected to WIFI. I have disputed both with Verizon in 2 separate phone calls to customer support who stated they would contact me. On neither occasion did anyone actually respond. I am very disappointed because after the first incident I reported the error and asked how they were identifying mobile vs. wifi network connections on WhatsApp. I am relatively certain Verizon is erroneously billing many people for WhatsApp calls based on international mobile number to mobile number connections that are categorized as phone calls and are not, in fact, made over cellular networks.
