What country are you in? And which device? You may need to change some settings on your phone to enable the mobiel services.

Try going to Settings > More > Mobile Networks and verify you have global data roaming enabled.

Also make sure you have Network Mode set to Global, and try power-cycling the phone if you haven't since entering the country.
