Accessory order canceled without a refund

So I have what seems to be a very complicated situation for Verizon, and every number I have called has been 100% helpless so I am desperately trying here.

My mobile phone is through my companies corporate Verizon account.

I signed up for a personal Fios account at my home. When I did, the promotion was a $200 gift card to the Verizon Shop. 

Once I received my gift card, I ordered a Ring Spotlight Camera for my home. I placed the order through the online chat since it was part gift card and the balance on my credit card.

About 4 days later, I received an email saying my order was canceled with no context. I was not refunded the $56 balance to my credit card and the $200 to my gift card.

Everyone I talk to at Verizon say it is someone else's problem, transfers me, then tells me its someone else's problem.  Wireless says its Fios. Fios says its Wireless. Wireless says it's a business account.  Business says

How do I get resolution on this???
