Getting insanely low speeds on JetPack 8800L

 But I've tried resetting to factory setting, restarting the device, turning off 2.4GHz, and yet I'm still getting .50 mbps download and 0.43 mbps upload speeds.

I'm in a rural area, so I'm sure this has something to do with it. But as way of contrast, just using my Verizon phone hotspot improves speeds to 13 mbps download and 0.70 mbps upload speeds.

Any suggestions on what to do would be appreciated.
