I have a Ellipsis® Jetpack® MHS900L
I think I remember seeing somewhere that 8 devices can be connected. I need to connect 10 tablets.
Is it possible to connect a router (Airport Express) to the Ellipsis hotspot and that count as 1 connection...and then connect the tablets TO the hotspot?

The Airport Express is a router when the internet source is Ethernet. When the internet source is Wi-Fi the Airport Express is a network bridge. A network bridge extends an existing network from one location to another. A network bridge has no advanced router functions such as a firewall or DHCP Server, both of these functions are handled by the network being extended. Since you would be extending the Jetpack's Wi-Fi network to any device connected to the Airport Express, you would be limited to the Jetpacks 8 total network devices.

dallaspkruse, I understand wanting to add a connection to add the amount of connections that can be used through this device. This would definitely add to your ability to share this devices connection.
