Phantom Data Usage

I keep getting overage alerts. And I found out my Jetpack overrides my WiFi. I have four computers on WiFi...and if I switch on the Jetpack, it takes over. 

I don't stream on my phone at all. And I'm not paying for the latest overage. FCC report has been filed
