If the Jetpack is rebooting then there may be a power problem either with your charger, the battery or the battery contacts.  Physical power problems should be sent into VZW for warranty replacement or repair.

If the Jetpack wireless signal is dropping then you could have many other issues going on.  In this case its best to start with the resets and then use various isolation techniques to determine the problem.  Start by rebooting the Jetpack and testing.  Next level is to remove the SIM for 60 seconds and then retest.  Third level is to reset the defaults using the button under the back cover of the Jetpack.

If the problem is temporary then the resets will clear it up for you.  If not then there might be an issue with the Jetpack or the environment you are operating it in.  To determine if its an environment problem simply travel to another, retest and then compare results.  See if the problem follows you around or not.
