Why is my jetpack okay on the regular plan but not on prepaid?

I was put on a regular phone line plan years ago (2013) .. I only have a jetpack, have never had a phone.  I am paying $80 for this jetpack with 15G then slow speeds.  I see on Prepaid they have a plan 25 G then slow speeds for $60 for tablets and hotspots ($80 bucks for 100 gb).  When I enter the IMEI info for a prepaid plan it states that the hotspot is not allowed.  Why is the jetpack fine on the expensive plan but not the cheaper prepaid plan on Verizon?  

Along the same lines , my tracfone is now unlocked.  I tried to see if it would work with a Verizon plan and it shows it is acceptable.  I tried to see if Visible (verizon mvno) would accept it and they won't ... all verizon??

I feel like it is all manipulation .. kind of sad way of doing business I think.  Maybe I am wrong.
