Correct, the 3G/4G capability of the router will not work with the Jetpack. However, the MR3020 has a switch that automatically configures it for 3 modes of operation: 3G/4G, WISP and AP. In WISP mode, it uses Wi-Fi as the internet source and that most definitely works.
You've got something configured wrong. If you have reset both the 4510L and MR3020 with the mode switch in WISP then the tendency is for it to work. All you have to do is tell the MR3020 about the Wi-Fi source which includes channel, SSID and Wi-Fi Password. If you don't have all three right then the MR3020 cannot get an IP address from the Jetpack. If you're connecting a router to the MR3020 Ethernet port, that equals three subnets and all three (Jetpack, MR3020 and router) have to be different.
