Every time I try to send a picture message to any of my contacts, the picture is sent back to me with red text above it saying "Couldn't send message because the service isn't activated"
Why do I keep getting this. I've tried turning on/off my phone.

You need to activate picture messaging. Whether it's blocked, or you don't have it activated. If you call customer service they can do this. You can also do this in your My Verizon account online. If it's not included in your plan, I believe you'll have to add a messaging bundle.
