OFF all data connections = no picture message??

i have a question about picture/video message.

I don't have extra charge of data charge, so i did "off all data connections", then i can't send and receive picture message, as well as video.

is there any way to use pic/video message without charging data charge??

I dont have a data plan on my phone and i send and receive picture messages all the time.  Picture messages and video messages are all under the texting plan you have
