On the side button that turns the ringer up and down it goes from vibrate to a very low setting, but not silent. When I am at work I do not want it to vibrate, and you can hear the lowest ring tone as well. I want my phone on silent at work but it's important that I have it on

Does one more notch down allow the phone to go from vibrate to silent?

You should be able to go on silent, never known of a cell that doesn't. You may want to contact Verizon tech support. Anymore it seems all of the new phones are having alot of glitches. One gal I know had to send her ph. back to Verizon 3-4 times, as they all had one glitch or another.

Having silent mode on a smartphone is a life saver! I can’t count how many times I put my phone on vibrate and when I get a call that my phone makes more noise on vibrate then when the ringer is on! Much like you, I had the desire to have my phone on a true silent mode. Low and behold I found the steps on how to do so. Below are the steps on how to place the LG Revolution on silent mode.
From the main screen press menu > Settings > Sound > Vibrate > Select Never
Yes my friend, it’s THAT easy! No more embarrassing moments in a meeting when a phone call is coming in. Just pure silence! Keep in mind that this feature is only available by going in the settings on the LG Revolution. Once it is activated, it will take into effect once the device’s volume is turned all the way down to the minimum. Once you decide to test it then feel free to post your findings as I am eager to know if this works for you!
