How to turn off Mobile Data pop-ups that began with Kit Kat?

Since upgrading to Kit Kat, every time I turn on mobile data I get a pop-up that says: "Connect to mobile network when Wi-Fi is unavailable. Mobile network charges may apply." And when I turn mobile data off, I get: "Unless you use Wi-Fi, you will no longer be able to use the Internet, email or other apps that require a data connection."
I believe I got these warnings once, the very first times I turned data on and off, when I first got the phone back in October and it was running Jelly Bean. But I never saw them again after their first appearance. That was reasonable: the warning isn't useless but once is enough to make the point.
It's annoying to have to hit "OK" every time I try to do something so simple. I cannot find a way to turn this off. Is there a way? It's hardly an upgrade.
