Unable to transfer files from phone to PC

I need help with using my phone's "mass storage" feature so I can transfer files from phone to computer
When I plug in USB, my phone immediately switches to charging and I don't see any notifications, no prompts, and can't see device on the computer.
I don't see USB connection Notification when I swipe the window shade.
Under Settings->Applications->Development, USB Debugging is Unchecked.
Under Settings->Connectivity, Default connection mode is "Mass Storage" and Always ask is Checked.
I know the USB port is working fine as I have used other devices on it.
Phone is LG Revolution, Android version is 2.3.6. PC is Windows Vista.

I know that saving the info on your device to your PC is very important! Let's see what we can do to get this up and running for you! First, I'd like to ask if you are installing it using the admin account on your PC? Please also download the drivers for this phone from lg.com/support for this device and try again. Please let me know the results, so we can make sure you are all set.

Sorry for the delay i responding, I've been very busy at work.
I downloaded and installed the drivers, same for the LG Mobile Support Tool.
I was prompted to connect my phone, which i did using the USB connector. The phone shows it as charging.
I see the "Start Updating" button but the message shows my device is disconnected and to connect.
Any insight would be great.
