Why was Talk to Text disabled after the last update?

Since the kitkat update, my "talk to text" doesn't work on my LG G2 unless it is connected to WiFi.  It says "unable to reach Google.  try again later".  Can somebody tell me how to fix this!?

I have gone to "settings" but after that, you've lost me.  I don't see "applications" in the settings (there is "application manager") and when I do "Keyboard and Input Methods" under "Language & Input" there is no option for voice commands.  So, safe mode or not, this isn't helping me.  I don't mean to sound phone illiterate, but are you giving me directions for the LG G2?
