Brand New LG Velvet not sending or receiving all texts

My wife was having issues with her old android phone on a different carrier where it wouldn't receive or send all texts (maybe 5% wouldn't go through).  Switched to Verizon and got a brand new LG Velvet, same exact problem.  We're using the Messages+ app from LG, everything is updated.  Super frustrating to be told by the sales agent that the issue is because we're using a cheap phone on a discount carrier, only to spend more money than we ever have before on a phone and carrier and still be having the exact same issue.  Most recently we experienced this issue with two other people that both have android phones on the Verizon network, in this case they could both receive my wife's texts, but she couldn't receive either of theirs.

If this issue has persisted through changing carriers, then it's perhaps an app or Settings issue. Are you able to try another messaging app for a bit? Then we'll be able to see if you can repeat the issue or circumvent the issue. - NicholasS_VZW

Message+ is not LG, that is verizons app.    Does the same happen when you use the stock LG app that comes on the phone?   Have had quite a few LG phones on verizon high and low end and the stock LG app has never done that.  Don't use message+ and find the LG app much easier to use.
