You don't remove, you can only disable I believe.  Go to your app manager and scroll to ALL.  Choose the app in question and select clear/delete cache/data, uninstall updates, disable.

Hi tomnobi. Try this. Go to `home screen'. Then turn off `smart bulletin'.

My bad. First go to settings. Then home screen. Then turn off smart bulletin.
