I received a FREE LG G PAD with the purchase of the LG G3 phone, I was told I HAD to purchase a data plan. WHY the pad is ONLY used at home with WIFI

Because it can operate on Verizon's cellular data network.  Plus, its like any other reduced cost device, Verizon has to make some money off of a "free" item.  Because there is an agreement for x amount of time on the tablet due to the terms you agreed to, there is also a charge of what, $10 a month is it?  You didn't have to receive the G-Pad either, it isn't a requirement to get the G3.
