Bought a starter kit with SIM card and $45 monthly payment. How do I use or get payment to be applied

The SIM has the info for the $45 monthly plan. Packing slip or SIM Card packaging has the activation instructions. Insert SIM and power on. SIM should activate.
Well it activated But not with the funds had to use a different refill card
