Why Do I Hear That All Circuits Are Busy When Making Calls?

Has anyone experienced when, when making or receiving a call on a LG G3, the call does not complete and an automated voice states "all circuits are busy and to make a call later" then ends.

Mshewbart, that's not how we want your weekend to get started. I'll be happy to help troubleshoot this with you, so we can make sure you can call anyone you need to. Are you receiving the message when calling a specific number or any number?
I want you to power down your phone for two minutes. Powering down like this will help refresh the phone's connection to the network. Once the two minutes have passed, go ahead and power your phone back up. I'd like you to then make a test call on the network. You'll do that by dialing #832 (include the pound sign). When you dial that, and if everything is working with your voice service, you'll hear 'your test call has been successful.'
Please perform that power down and test call, and let us know what you find.
