$200 Verizon Gift Cards Not Sent

Verizon has so far refused to send my five $200 Verizon gift cards for shifting over five lines.  All the agents have been useless.  Now the phone agent is saying that I had to "opt-in" to the promo within 30 days of account activation!  Nothing was sent to me to sign up for it, nor was it ever implied.  This is deceptive.  Either this is rectified fully or I will be filing a complaint with the CFPB and my state's secretary of state office.

Hello?  What private note?  I haven't received any private message or anything.  I am this close to filing a complaint with my state secretary of state office.  This is unacceptable.
