You should be able to long press on an app you want to move to a folder, and the choice to "add folder" is in the left hand corner. Or at least on my device it is. What phone do you have? From there it will make a folder once you drag the app onto it and you just hold, drag and drop other apps into that folder once it's created.

Every time I try to move my apps they Sind up in the home page. I don't have this issued on my Galaxy 6.

The Ellipsis 8 might not have the ability to put the applications into folders while in the application drawer like the Samsung devices. As far as I know, that ability is a Samsung only customization.
