Hi I want to buy Apple watch 7 for my Sister who have iphone 13 with AT&T Network!!! so the question is it going to work or pair?

I ordered the new apple watch ultra with Verizon and I asked them if I sell the watch with the device payment on it Will it be unlocked? They said No unless you Paid off the device and has no Payment on it.
