Galaxy watch 4 activation issues

I've been having issues with activating my galaxy watch 4 for a few months now. I've received two replacement watches from Samsung, and I just keep getting error code 109 when I try and connect my watch. My latest ticket created by tier 2 support has gone 17 days so far without an update. Although it doesn't have service, and has never been activated (as evidenced by the iccid) I have also still been charged an activation fee, and am sure I will be charged for the time it hasn't been working.

I have heard nothing good about the watch for from AT&T or Verizon. It seems to meet at Samsung has produced a defective device
