Can apps be moved to SD card? Or movies from google?, if so how?

Yet another reason I will never buy another digital device from Verizon.
In the settings for Google Movies you can choose the default storage location. I switched to SD Card. I removed a movie from the device, then went to Google Play and re-downloaded. It is stuck at zero percent right now, but no error yet.
