Mobile + Home Discount Issue

So I realized it is impossible to sign up for the Mobile + Home discount online. I called Verizon to ask them if I was eligible and how to sign up. It took them around 15 - 20 min to figure out if I was eligible. 

They said I was and that I would receive a text within 10 min to sign up. I confirmed the text was being sent to my number as well. Fast forward 30 days later, still no text. When I contact them, they tell me they are unable to send another one…. Someone please help
