After data cap, getting no connection whatsoever

I understand that after my data cap (50/gb), I will face a slow down, but why is it that I get nothing? I can't load any app or website now.

I have tried some troubleshooting (roaming on/off, restart, data on/off, etc) and I am still getting nothing.
