I have an Alcatel Go Flip V. I only use it to text/call my kids and grandkids. There is no wifi equipment that will EVER be connected to this phone. I don't need a data plan. But I am being charged $30/month for data. Can it be taken off??? Just need a basic phone plan but I'm unable to change it online.

You're being charged $30 for a plan that happens to have data, not for data.
Cheapest plan for a basic phone is $25 for 700 minutes and unlimited texts. Next plan would be $30 for unlimited minutes, unlimited texts and 500mb of data which is hardly anything.

It is not possible. Current Network technollogies require devices to have HD voice. This will use data, albeit a very small amount. Additionally, devices will need data for possible carrier updates, and updates in general should they not have Wi-Fi.
