Dead zone in Norfolk/Chesapeake VA

Wasn't sure where to report a dead zone, but in Virginia there is a dead zone at the intersection of Berkley Avenue, Wilson Rd, 22nd St and Berkley avenue Extension. Additionally 4G LTE in the Hampton Roads area seems to be running at much slower speeds the last two weeks.

I have a samsung Galaxy S4, at most other places I go have excellent signal strength, however most services such as streaming music service Pandora have been having buffering issues as of late( Last 3 months) even on lowest quality over 4G. The buffering/slow load times(indicating slow data speeds) seems to be getting more frequent in all data reliant services I use.
