How to dial Mexico Cell from USA Cell?

I just switched from At&T after over a decade & can't dial Mexico Cell from My Verizon Cell in Houston, TX.

Somebody please help me!

Do you have an international plan on your account?   Have you tried + country code and number?   Country code for Mexico is  52.
