I received a text telling me to call 800-922-0204 to receive a loyalty discount of $20 a month. Is this a legitimate text? Why wouldn’t Verizon just give me the discount rather than have me call?

Well, that number is Verizon Customer Service. I wouldn't expect a company to out of the blue give discounts without a customer asking. This is probably used this as an enticement to upgrade/upsell services.
