If you don't have insurance, all you have to do is to go into your nearest Verizon store and purchase one. You can also do so online or from another retailer such as Amazon or Best Buy. A new SIM card should come with any phone you purchase from these outlets.
Another option would be to purchase a used phone from a site such as swappa.com. In this case, you would have to get a new SIM card from your local Verizon store or have them send you one by calling CS. Verizon does not charge for new SIM cards. 3rd party retailers may do so.
