International Monthly Plan, but I get charged for "Roaming Minutes"

I bought a month of the $100 International Monthly Plan....but my mom (who is using that phone in the UK) racked up $250 worth of "Roaming Minutes" in addition to the $100 for the plan.  I don't understand that.
