International travel plan not working

Please help. I can make face time calls over WiFi but that won’t let me contact the Verizon international help line. I’ve chatted with several Verizon employees for several areas via the chat system. All of my settings are on what they say it should be on. I’ve turned my phone off and on four times. I’ve reset the network settings three times. Nothing is working for me. They’ve triple checked I have a monthly international travel plan twice. I really need help soon. Please help.
