Verizon FAILING TO REMOVE My International Plan

We needed a monthly international plan when we lived in Germany this spring. Now Verizon is UNABLE to remove the plan --- despite my wasting hours on the phone with customer service over something apparently very simple. We keep getting the additional $200 a month billed to our account. I'm at my wits' end.
Can anyone help?

Your customer service protocols are BROKEN. No one follows up on “tickets.” No problems get solved. Customers like me waste HOURS trying to solve simple problems that are Verizon’s fault. Verizon never apologizes or compensates customers for their frustration and lost time. Verizon still owes me $100 - but now I have to wait another “8 to 10 business days.”
On top of this, our cell service is terrible and we constantly get dropped calls.
