Add TravelPass to each phone. This is $2 per day per phone and lets you use your US plan in Mexico. Use the hotspot on your phones to give access to the iPads. Keep iPads in airplane mode and only turn on wifi.
If if you have new Verizon Plan and 12 GB data or more, the Mexico coverage is included, no $2/day fee.
