Yes, Google Maps with location enabled will work regardless of where you are as it is not using anything other than the app and the GPS (assuming you have this enabled).
As far as the actual map content, you will either need to make sure you have an active data connection via the cell network or wifi. Otherwise, you need to have previously downloaded the offline maps for the areas you will be in for this to work fully as you are used to in the United States where you have your regular data connections for map content.
