Would texting a U.S. number in Turkey be considered an international message?

So... if I want to send a text to a person with a U.S. phone number but that person is deployed in Turkey, is that considered an international message??? Do I need to get the international plan?

NO. You are fine. The person in Turkey would need to have international roaming in order to receive your text.
If that person in Turkey is a Verizon Wireless customer, they can use VERIZON MESSAGES over seas to text over wifi at no charge as a Verizon Wireless customer. First: They would need to get ON a mobile network for about 5 minutes in order to download and set up the app. Once they get the verification PIN, they can switch back to wifi.
