Are you on Go Unlimited? It says talk, text and data included. dat is slowed down to 2G speeds( 128 kbps max ) after 500 MB in a day are used.

Depending on the plan you're utilizing calls to Mexico may be included, if it's not included you would have to add our feature TravelPass to your account, so you're not charged international charges.
