Now it wants old email and password. The person who had the phone on my account is no longer iving with me and i dont know hwe info can anyone help?

If a gMail account was configured as an active backup account on the phone under the Backup & Reset settings, it requires you sign back into that address after a factory reset as a safety precaution to protect that person's device data. If you don't have any way of getting the password for that account, then your only recourse will be to reach out to the device manufacturer (Motorola). I've heard of instances of Samsung letting you send the phone in and they remove the device protection, but can't speak from experience, particular in the case of Motorola.

it would probably be much faster to get the former user to login with their gMail PW to get you past setup so that you can change the associated gMail account.
