Moto Z Force Wifi and Bluetooth

Wife woke up today and her phone had powered off in the night (while charging).

Turned it on and everything is fine EXCEPT wifi and bluetooth can not be enabled.

Resetting Network Settings did nothing. Triwd looking up other fixes and nothing helped. Would do a factory reset, except not a single feedback proves positive for anyone else who tried the full FDR.

So is this fixable or are we trapped in buyer's remorse for wandering into Moto Z territory?

We want to make sure you have a device that is working properly. Let's work together to find a solution. What software version is the phone currently on? Are the options grayed out or will they just not turn on?

The Moto Z Force is running Android 7.0.

The buttons are gray when off but wifi button turns blue and moves to the on position when interacted with. Bluetooth button switches to on but never turns blue.

Also, from the moment you open the wifi window, there is a loading bar between the title bar and the white work area that never stops "loading" when you try to interact with the on/off button.
