4 bars, 4G, SLOW data speeds

I live and work in Huntsville, Alabama, and the 4G LTE speeds were AMAZING when they were first turned on. I used to use an HTC Thunderbolt which consistently delivered 10Mbps to 25Mbps, even on one or two bars of signal.
My Thunderbolt broke so I switched to a Droid Razr Maxx. The phone performs beautifully but I'm lucky if I get 1Mbps. I consistently get 0.2 to 0.6Mbps unless I'm driving by a Verizon tower or am direct line-of-sight whereby I'll see decent speeds (somewhere around 10Mbps). This occurs regardless of signal strength. I tried switching phones and SIM cards to no avail. I reboot every couple of hours, clear cache, all that bullsh--. NOTHING WORKS. I'm not dissatisfied. I'm p---ed off!!!!!
Any other ideas???

I'm very sorry to hear that you are having data issues with your new device. Slow data speeds are completely unacceptable in my book. How long have you been using your new device that is experiencing these issues?
Often times a simple SIM card replacement can resolve your issues that you are experiencing. In order to have your SIM card replaced, please visit your local Verizon Wireless Retail Store. Also, you may seek replacement via our Customer Service Department at 800-922-0204.

I swapped my SIM card about a week after getting the Droid Razr Maxx. I even try re-seating the SIM card. I put in a help-desk request around the first week of May 2012.
The tower that covers my work is the Cellco Partnership Tower at 34.666944, -86.643333, Madkin Mountain Redstone Arsenal.
I really like the Razr Maxx but it's starting to hurt my work which involves downloading thousands of pages of legal documents for research.
What else can we do to fix this???

Thanks for the info Jason. You stated that a trouble ticket was submitted last May. Were you ever given the results of this ticket? Have you since contacted technical support again? I'm not showing current trouble tickets in this area. When you received those speeds on your phone, were you showing 4G signal at the time?
