4G Data Idle Issue?

As of about June 1st I have been having intermittent issues with data for both my Droid Razr and HTC Thunderbolt. It would seem as though the phone struggles with LTE and EVDO hand off requests by the system. I have discovered that most of the time the device hovers at around -80 to -90dB which translates to about two to three bars of signal which is considerably down from what was normal before June 1st. Support has informed me that a large Blackberry Outage could be to blame but this seems unlikely as this shouldn't affect the back haul only corporate email services servers. The devices attempt to hand off from LTE to EVDO and sometimes completely drops out for minutes at a time. Switching to EVDO only does not completely resolve the issue however the radio reports far better SNR. I am under the impression that SNR is to blame for this and that something recent has sprung up in the area that is polluting the spectrum of the 700Mhz LTE band however the only major operator in close range of this is Sprint with it's 800Mhz ESMR, this however is a good amount of spectrum separation and is only realistic if we can expect that Sprint's Oscillators have only recently suffered accuracy issues and this is almost a 20% margin, I say recent because 800Mhz is still present using the ESMR band for its proprietary iDEN system.
If anyone else is experiencing some reliability issues with any of the available LTE handsets it would be appreciated if you reply with the specific behavior so that I can approach tier 2/3 support prepared with either an isolated hardware issue or a nationwide cell system issue that could be pinpointed to an internal problem or interference from a competing radio transceiver.
